In order to strengthen young people with disabilities for work in a newly established Ngo Turnover, there has been conducted Education on ways of financing NGOs and project proposal writing.


Reminder: In October last year within the project Aries that is implemented in partnership with the non-governmental organization Zamisli, Croatian institute for local government has established a non-governmental organization for promotion of rights, interests and possibilities of the young people with disabilities in Slavonia and Baranja named PREOKRET (Turnover).

The main goal of the Ngo is to increase social inclusion of people with disabilities in the community life and life quality improvement as well as education of young people with disabilities in the area of Eastern Croatia. Having that thought in mind, HILS has organized an Education on ways of financing Ngos and project proposal writing for members of Turnover and enabled them to have skills and tools needed for leading and functioning of the Ngo as an added value of the Ngo and project sustainability. There have been educated 10 members and representatives of Ngo and its management.

Within the project ARIES that is implemented by HILS in partnership with Ngo Zamisli, there has been established an Ngo for promotion of rights, interests and possibilities of young people with disabilities in Slavonia and Baranja, named PREOKRET (Turnover). This association gathers young people with disabilities, stimulates them to active social inclusion in the community life, gives the information, ensures assistance in every day life and improves the quality life and education of the young people with disabilities in Slavonia and Baranja.




At the inaugural assembly meeting that took place on 6th October 2009 Jelena Corak was elected for a President; Vedran Ostojic was elected for a Vice president and Boris Zrmanjac for Secretary. The Assembly consists of all the regular members of the association and has the highest management role within PREOKRET. Membership in the association is on voluntary basis, so that anyone willing to join the PREOKRET activities can apply for membership in a written from to the following address: Kolodvorska 4, Vukovar or to the following E-mail address: [email protected].

Within the ARIES project and its activity related to increase of social inclusion of young people with disabilities, Croatian institute for local government organized a weekend workshop on self-organization of young people with disabilities that took place in Orahovica from 28/08/2009 until 30/08/2009.


The purpose of the workshop was to foster young people with disabilities to self-organization, in fact to an organized way of representing their rights and interests and to assist them to achieve all the necessary skills and knowledge. Weekend workshop participants had the opportunity to learn how to effectively represent their interests and how actively be involved in establishing an association that is to deal with representing rights and interests of young people with disabilities. HILS is going to give them counselling and technical support.

Establishment of such an association will definitively improve the social inclusion of young people with disabilities since there is no any association that exclusively deals with young people with disabilities in this part of Croatia, although there is a need for it considering all the problems such as insufficient information of youth on rights and possibilities, insufficient adjustment of the educational structure and labour market, etc.

Having met many young people who participated in this weekend workshop, we believe that this was a valuable experience.

On 1st December 2008, HILS starts the implementation of the project Aries, in partnership with the non-governmental organisation Zamisli from Zagreb, specialised for improving social inclusion and education of young people with dissabilities. The project goal is to increase social inclusion of people with dissabilities at the areas of special State concern in Osijek-Baranya and Vukovar-Srijem counties through improving employability, better use of existing rights and possibilities, and by facilitationg self-organisation of young people of dissabilities. In accordance with this goal, a range of information and sensibilisation activities will be implemented.

The project is being implemented with financial support of the Ministry of Regional Development, Forestry and Water Management of the Republic of Croatia, and will last for 12 months. The ceremony of signing contract took place in Pakrac, on 24 October 2008.
